What happens to non-draft entries during bulk selection?

When the “Issue” action is executed on a group of selected entries, any entry that is not in Draft status is skipped silently — meaning no error message or alert is shown for it. Only entries with Draft status are processed, while the remaining selected entries stay unchanged.
